This INCLO document, that HRLN was a part of, reviews the global pattern of governmental attacks on NGOs that has become more prevalent in recent years, and often entails playing on public fears to stigmatise, divide and conquer. The framework for evaluating potential strategies and tactics provided in this manual is a good starting point for addressing NGO vulnerabilities. But many issues remain to be resolved if civil society is to effectively fight back against this tide of governmental harassment and restricted civic freedoms.
